Operation principles

  1. Aims of Climate Coalition, hereafter called the Coalition, are to initiate and support activities for the purpose of establishment and implementation of active climate policy in Poland, and also to constantly evaluate its course.
  2. Every organization which agrees to the aims and accepts the mission statement and the operation principles of the Coalition can become its member. Its activities have to be accordant with the aims of the Coalition.
  3. Access application has to be handed in in writing by statutory bodies of the applying organization to the Climate Coalition Secretariat. The Secretariat is run by an organization which coordinates activities of the Coalition, hereafter called the Coordinator of the Coalition.
  4. Access application has to contain: full name, address and contact details (phone number, email address) of the applying organization and information on its activities pursued hitherto, especially those falling within scope of the aims of the Coalition. Moreover, it has to indicate possible contribution to activities of the Coalition and forms of cooperation.
  5. The Coalition Secretariat conveys the access application to all members of the Coalition immediately. It also sets a date for submission of their positions on the access. The positions have to contain justifications in case the application is rejected.
  6. In case the access application is rejected by any member of the Coalition, the candidate organization can submit an explanation, to be conveyed to all members by the Secretariat, with a request for confirmation or change of their positions on the access in appointed time.
  7. Applying organization will become a member of the Coalition provided none of present members of the Coalition vetoes its access in time appointed by the Secretariat.
  8. The Secretariat conveys decision of accession or rejection of the application to the applying organization immediately. Negative decision  requires justification.   
  9. Every member organization of the Coalition has the same rights within the Coalition.
  10. Every member organization of the Coalition is obliged to actively participate in its activities.
  11. The Coalition is governed according to a one-year plan, which constitutes a part of a three-year strategy.
  12. Every member organization of the Coalition appoints a representative from its members, who represents interests of a given organization within the Coalition. The representatives stay in constant email contact with the Secretariat.
  13. The representatives convey information on activities of their organization which fall within scope of the aims of the Coalition to the Secretariat. The Secretariat conveys information on its activities pursued on behalf of the Coalition to the representatives.
  14. The Coordinator of the Coalition, which runs the Secretariat, is elected for a period of three years. However, once every year it has to obtain an acceptance for course of its activities from all member organizations of the Coalition. In case it does not obtain such an acceptance, it is replaced by another member organization of the Coalition.
  15. Once every year the Coordinator of the Coalition calls a Strategy Meeting, hereafter called the Meeting, of all member organizations of the Coalition. As far as possible it is held in the first quarter of a year.
  16. During the Meeting the Coordinator of the Coalition presents a report on its activities pursued on behalf of the Coalition and asks for acceptance from member organizations. Moreover, enactment of a one-year plan and verification of a three-year strategy take place, and current problems impeding fulfillment of the aims of the Coalition are being discussed.
  17. Decisions of the Meeting are binding for the whole Coalition provided at least 50% of  member organizations of the Coalition participate. In case quorum does not exist, the second date of the Meeting is set. Its decisions are binding for the whole Coalition provided at least 33% of member organizations of the Coalition participate.
  18. An organization can resign from membership in the Coalition through a decision of its statutory bodies. The Secretariat should be notified of such decision immediately.
  19. An organization can be expelled from the Coalition if it acts against the aims, the mission statement or the operation principles of the Coalition. Expulsion requires unanimous decision of all other members of the Coalition and can be reexamined during an annual Strategy Meeting of the Coalition.
