Anxiety over reduction measures
More than half the Members of Parliament believe that global warming and extreme weather conditions resulting from it can threaten Poland. Vast majority of them are aware of the fact that actions aimed at reduction of CO2 emissions will demand a change in current course of energy policy. One third fear that as a result of their implementation Polish economy will suffer, energy prices will rise and standard of living in Poland will deteriorate.
Moreover, more than a half of the participants of the survey do not believe that cutting emissions in our country would influence climate change across the globe - especially given the fact that emissions from developing countries like China, India and Brazil are constantly growing and the United States have not so far declared reduction. Nevertheless, almost half the respondents believe that cutting emissions will be a gesture of our solidarity with inhabitants of the most vulnerable countries. They trust intentions of the United Nations and the European Union in their actions aimed at cutting CO2 emissions worldwide. Those who oppose this opinion constitute only 25% of the respondents.
Saving obligatory for everyone
MPs want to differentiate electricity supplies, but more importantly they believe that it is necessary to modernize energy grids, educate Polish society and invest in energy efficient technologies.
MPs are enthusiastic about development of renewables and nuclear energy. Vast majority support limiting reliance on coal in Polish energy system. They also believe that protection of climate is a task of all the citizens. Thereafter, on the second place, they point at central authorities. One third of MPs would give this responsibility also to local government. There is only one MP who believes that it is a problem of the industry alone.
Low-carbon future?
It can be concluded from the survey that Members of Parliament are aware of climate change, which they believe is a serious threat to be counteracted. They fear that efforts undertaken by the state may not by sufficient at the same negatively influencing Polish economy. Moreover, MPs are certain about the fact that it is necessary to modernize Polish energy system and emphasise its better usage.
Polish Ecological Club Mazovian Branch is positively surprised with the results of the survey. A stereotype that climate change is a fabrication of leftist environmentalists who aim at destroying Polish economy still dominates a lot of the media and public debates. Opinions of MPs who took part in the survey are a ray of hope. If the results of the survey are to be reflected in parliamentary work there is hope that it will enact laws demanding more ambitious measures to build low carbon economy than those created so far.
The survey was carried out by Polish Ecological Club Mazovian Branch in the period from October to December 2009. It was voluntary and anonymous, and all the Polish MPs were asked to participate. The conclusions were drawn from responses of 51 participants.
