Development Action Plan for Renewable Energy Resources - Needed for yesterday!

On 25th May 2010 Climate Coalition organized a press conference “Development Action Plan for Renewable Energy Resources - Needed for yesterday!”. Robert Cyglicki (Greenpeace), Katarzyna Michałowska-Knap (Institute for Renewable Energy), Małgorzata Krzyżanowska (Department of the Environment, Marshals Office of Mazovian Voivodship) and Zbigniew Karaczun (Polish Ecological Club - Mazovian Branch) presented their opinions about the progress of work on the Action Plan.
According to Directive 2009/28/WE Polish government is required to deliver to the European Commission “National Renewable Energy Action Plan” until 30th June 2010. Action Plan should demonstrate how Poland will accomplish 15% share of energy from renewable resources in final energy supply by 2020. Although the document will be of crucial importance for the development of the renewable energy sector in next 10 years, Ministry of Economy has not made Action Plan available for public consultations.

Renewable Energy Sources play important role in respect to energy supply, environment, economy and social issues. Is it possible for the government to ignore a need for the renewable energy development.

The time left for the consultations of the document, which should be presented by the Polish government to the European Commission until 30 June 2010, is shrinking fast.
Meanwhile, on 24th May, one month before a deadline, “National Renewable Energy Action Plan” has not been yet published. This is a very dangerous situation. Climate Coalition is afraid that there will not be enough time to supplement and correct the Action Plan, and the Commission might not accept it. Presenting a flawed Action Plan to the Commission might also result in a flow of critical comments addressed to European Commission by organizations and institutions interested in renewable energy sources. That would also be a consequence we would like to avoid.

Zbigniew Karaczun, President of the Mazovian Branch of the Polish Ecological Club, said: “A document that sets the directions of development and support systems for renewable energy, as any other strategic document, should be prepared in cooperation with all interested milieus and consulted with all interested parties”.

During a press conference on 25th May 2010 Climate Coalition presented its official Position on “National Renewable Energy Action Plan”. The Position includes an evaluation of the stage of the works on Action Plan, as well as recommendations for its contents. The Position also shortly presents objections for the document providing a base to the Plan: Study of Action Plan: Paths of renewable energy sources development until 2020”.

According to Climate Coalition, “National Renewable Energy Action Plan” should assume increasing the share of energy coming from renewable resources from 15% to 17-18% in 2020 and to 20% in 2030, combined with creating conditions for selling the excess energy to other members of the European Union. the plan should also create stable rules of support for RES, especially at a stage of investment, as well as in a case of using the most innovative technologies. Simplifying investment procedures, transferring majority of decisional competencies on a regional or local level, making indispensable legislation changes are also necessary for development of RES.

Members of Climate Coalition express a will of cooperation with the Ministry of Economy at all stages of work on the Plan. They are prepared to support the Ministry with their knowledge and experience. Everybody should care about reaching the best possible quality of the Plan presented to the European Commission, as well as about its effective implementation, which should bring actual renewable energy sources development.
